AGENDA: Combating the Use of Emerging Technologies by Terrorist Organizations

The accelerating convergence of technology and geopolitics has redrawn the frontlines of counter-terrorism. Terrorist organizations are rapidly leveraging artificial intelligence, blockchain, drones, and encrypted platforms to recruit, radicalize, and finance operations across borders with unprecedented speed and stealth.

In response, the UN Security Council's Counter-Terrorism Committee (CTC) adopted new guiding principles in 2025, focusing on the prevention, detection, and disruption of terrorist exploitation of emerging technologies—particularly virtual assets and AI-driven threats.

International efforts now include coordinated policy dialogues, such as the December 2024 Rome Summit on AI and terrorism, along with joint initiatives with the OSCE aimed at strengthening legislative frameworks and enhancing digital literacy—especially among youth, who are increasingly targeted by online extremist propaganda.

Recent developments underscore the urgency of global action: the CTC's multi-stakeholder approach has brought together over 120 parliamentarians and 80 experts to harmonize strategies, while the expansion of the OSCE's parliamentary coordination mechanism from 9 to 17 assemblies marks a new era of collective vigilance.

Educational campaigns and policy reforms are being prioritized to build societal resilience, combat online disinformation, and foster responsible innovation—without compromising human rights.

The UNCTC session at the Assembly of Nations 2025 stands as a dynamic forum where delegates must craft forward-looking solutions to confront the rapidly evolving nexus of technology and terrorism—striking a balance between security imperatives and digital freedoms.
